They multiply themselves like a good bread that rises under the experienced pulsations and kneading of the B.I. All of this is subject to the conjectural obesity of “BigData” that only demands to open itself, even if it is sometimes as difficult and risky as opening an oyster with a knife. The OpenData in question is no longer a new concept, but a reality that is continuously becoming more operational.

The United States and Great Britain are its pioneers. Under the aegis of Barack Obama, and the creation of the Open Government Initiative program that created “data.gov”, increasing the publication of quality information by an open government. Then, under the thumb of David Cameron with the creation of “data.gov.uk”, offering a tide of public data in strategic domains. The opening of data, if it was public to begin with, immediately enflamed other sectors with an effervescence proper to the private sector.

If businesses, small or large, think they can find benefits in it, they will throw themselves head first into the experience. International gurus and “consultants”, do they not advocate that open data will become, someday, an essential resource, exploited on DaaS (data-as-service) platforms, or in the Cloud? At the kick-off of OpenData, Quebec presented itself as the cautious child, preferring to observe others agitate themselves before jumping on the train. At a time where all budgets are getting tighter and tighter, that the stakes of OpenData are often poorly formulated and that the objectives aimed by businesses are oftentimes nebulous, is this really being late to the party or is it rather a wise cautionary measure?

Currently, we must not confound, nor associate, “OpenData” and “BigData”, the other phenomenon that is going full throttle when it comes to data. Their foundations are completely different and without any relationship one to another. In fact, “BigData” refers to the volume of data generated and processed, going as far as petabytes, that are either open or private. “OpenData” refers essentially to accessibility and sharing of data, but never of their volume. Open data can involve as little as a few kilobytes. The confusion stems primarily from the fact that the two phenomena are chronological and sometimes concomitant at the heart of the same project.

Businesses that adhere to it are encouraged to open their data within their environment, which means their partners, providers, customers, prospects and future partners, competitors, data resellers, information brokers, public authorities and their controllers, sorcerer’s apprentice, the curious and the rest of the world. This requires an open mind and a different approach when it comes to governance. If this practice sometimes requires important storage capabilities, it is nothing compared to bandwidth requirements necessary to channel such a traffic. Consequently, it is a particularly important criteria to verify if you are being hosted by a tier. Even if the opening of data is a critical lever to the collaboration and concept of “open innovation”, it does not seem to be sufficient, especially since opening data can be reduced, for starters, to a partial opening to tiers that have been chosen and selected for other very precise reasons.

The EDI and a number of Internet sites are the first steps. The opening of data could still remain an Administration prerogative, businesses being much more in a fishing for information mode, in very large banks of data. It is still necessary to ensure that captured data is reliable and of quality.

Article written in French by Gérard Blanc, invited Funio collaborator.
